Dog Control Bylaw 2015

Horowhenua District Council's Dog Control Bylaw 2015 was adopted by Council on 5 August 2015 and came into effect from 7 August 2015.

Purpose of the Bylaw

The purpose of this Bylaw is to give effect to the Horowhenua District Council Dog Control Policy by:

  • Making better provision for the care and control of dogs by:
    - requiring the registration of dogs; and
    - making special provision in relation to menacing and dangerous dogs; and
    - imposing on the owners, obligations designed to ensure that dogs do not cause a nuisance to any person and do not injure, endanger, or cause distress to any person; and
    - imposing on owners of dogs, obligations designed to ensure that dogs do not injure, endanger, or cause distress to any stock, poultry, domestic animal, or protected wildlife; and
  • Making provision in relation to damage caused by dogs. 

Repeal

As from the date on which this Bylaw came into force, being 7 August 2015, the Horowhenua District Council Dog Control Bylaw 2004 was repealed, and in respect of such repeal the provision of Section 19 & 20 of the Interpretation Act 1999 shall apply providing that the repeal of any bylaw shall not prevent any such bylaw from being put into force for the collection or recovery of any such charges, fees, fines, penalties, or otherwise in relation thereto.
