Plan Change 23 Status: Calling for Submissions
Council publicly notified proposed Plan Changes 22 & 23 on Saturday, 5 September 2009, inviting the public to submit to these proposals by 23 October 2009 at 5.00pm.
Plan Change 22 seeks to identify and protect Outstanding Natural Features, Outstanding Natural Landscapes and High Amenity Landscapes within the Horowhenua District. Through new policies and rules, the proposed Plan Change would place restrictions on how land within the identified areas can be used and developed. It involves changes to the Outstanding Landscapes currently identified in the Horowhenua District Plan.
Plan Change 23 attempts to resolve the current inconsistencies between the Financial Contribution and Development Contribution policies in the recently adopted Long Term Council Community Plan 2009-2019, and the Operative District Plan. This proposed Plan Change involves removing the existing references to financial contributions within the District Plan and other consequential or minor amendments.

Submissions
Submission forms can be obtained from the above locations, or by clicking on the links below. Any person may make a submission/s on these Proposed Plan Changes. You may do so by sending a written submission to, the Chief Executive Officer, Horowhenua District Council, Private Bag 4002, Levin 5540.
The submission must be in Form 5 of the Resource Management (Forms, Fees and Procedure) Regulations 2003 or similar, and must state whether or not you wish to be heard on your submission.
Submissions on Proposed Plan Change 23 close at 5:00pm on 23 October 2009.
Submissions on Proposed Plan Change 22 close at 5:00pm on 6 November 2009. Please note this timeframe has been extended from the timeframe previously detailed in the public notice.

Hearings and Decision
Plan Change 20
The hearing for Plan Change 20 was held 17 to 19 August 2009 and 4 September 2009. The Hearing Panel consisting of three Commissioners, have finished hearing all submitters and have begun deliberating on the matters raised by the submitters and the reporting planner.
Following their deliberations, the Commissioners will make recommendations back to the Council, who will consider these and issue the final decision. The final decision will be publicly notified and will be available on the website. The final decision is subject to an appeal period.

Plan Change 21
The hearing for Plan Change 21 was held from 11 to 13 August 2009. The Hearing Panel consisting of three Commissioners, have finished hearing all submitters and have begun deliberating on the matters raised by the submitters and the reporting planner.

Submission Process
The first phase of public submissions on Plan Changes 20 and 21 closed on 27 February 2009 with over 150 submissions received. These submissions have been collated in the Summary of Submissions reports below. Copies of the full submissions are also available below.

Public Notice - Further Submissions Called on Plan Change 19: Private Plan Change Request - Stevensons Structural Engineers 1978 Limited
The intent of Proposed Plan Change is:
- (i) To rezone approximately 1.4746 of land from Rural Zone to Industrial Zone under the Horowhenua District Plan (being Lot 1 DP 89744; Lot 1 DP 19578; Lot 3 DP 51767; Lot 1 DP 26116; Lot 2 DP 26116; and Lot 3 DP 26116) and located at Karaka Street/State Highway 57, Tokomaru.

- (ii) The Plan Change Request also seeks to change the status of activities on the existing Stevenson’s site and the area proposed to be rezoned from Permitted to Controlled with a number of matters over which Council would reserve control including access, height, location and design of buildings and landscaping.

- (iii) The purpose of the Plan Change is to provide a resource management framework by which industrial development of the land could be achieved. Future activities associated with Stevensons involving new or altered activities would require a resource consent as a Controlled Activity.

Both the summary of decisions requested in the original submissions and the original submissions themselves are available for inspection during office hours from the date of public notification at Horowhenua District Council, 126 to 148 Oxford Street, Levin.
The closing date for receiving further submissions was 4.30pm on Monday 14 September 2009.
Water Reticulation
Council sought feedback from the community through the Draft Ten Year Plan process on the implementation of a public water supply for:
- Hokio Beach Village
- Waikawa Beach and Manakau; and
- Waitarere Beach Village.
Submissions on the Water Reticulation Proposals closed on Friday 22, May 2009. Click here to view the Water Reticulation Proposals.
Council will be in contact with the respective residents and ratepayer groups at Hokio Beach Village, Waikawa Beach, Manakau and Waitarere Beach Village to present the results of the consultation for further discussion.
